You have to understand something of the Mexican economy.
The small vendors who sell stuff to tourists for example have to have a vendor's license. In popular areas like the beaches of Acapulco, the license is only good for ONE HOUR and they are frequently chased by the cops and beaten if they overstay their time.
Other vendors have the same licensing problems for their small street sales of consumer goods.
Considering the state of the Mexican economy, these small tiem entrepaneurs are really at the mercy of a giant chain like Wal-Mart when they try to support their family.
I suspect that a local Wal-Mart would do more good for the local economy than street vendors.
But that is not the point. The point is that our Wal-Mart hating media covered up the reason for these quite dramatic riots.
Why?
Perhaps that is part of the reason President Bush and Rove have had such a tin ear on this issue (particularly to the cries of Californians). They view all Hispanics in the U.S. to be the same as those they know in Texas.
