That sounds a little easier said than done. An employer is not allowed to ask if a person is illegal... As my late, great grandfather used to day..."Can't" never could do nothing!
It's simple enough to add a few more words in the new law declaring the $1 million fine. Just specify that the employer can collect "whatever information is necessary".
Regarding all illegals not working - put a few more words yet into the new law enacting the fine and eliminate their access to all government benefits.
If we don't have the political will to solve this simple problem then maybe we *do* deserve to be taken over by Mexico(?)

Mr. Bush in brief remarks to the press said there was agreement to get "a bill that does not grant automatic amnesty to people, but a bill that says, somebody who is working here on a legal basis has the right to get in line to become a citizen." But senators, speaking afterward, said Mr. Bush was far more specific in the meeting. That is confusing. If they are 'working here on a legal basis', he cannot be referring to illegal immigrants. How can illegal immigrants be working on a legal basis ? What exactly does 'legal basis' mean in this context ? The only way this plan of Bush's could work would be if the illegal immigrants are to be considered as legal instead of illegal. So some amnesty must be applied somewhere. Kinda like Bush hinting that there were no WMD in Iraq when he knew some small numbers had been found and he knew that many had been moved to Syria. He must be getting some horrible council at times. He needs to either suspect someone in his inner circle or take a good hard look in the mirror.

The bill will make it legal for them to work here, so they won't be working here illegally and can become citizens.

The Bush plan to solve the illegal alien problem is to simply make them all legal.

Open Border Policy: Globalist/Big business and little business, Wall Street Money. There is a major problem with that theory. Bush helps 'Wall Street Money' with slave latino labor, but then he hurts 'Wall Street Money' by attacking Oil Companies over excess profits. The two don't mix. Perhaps this will do two things for FR: Finally shut up the several Bush supporters who have trolled this site for 5 years insisting that he is not in favor of amnesty, when they darn well knew he was.....and convince other conservatives of goodwill that Bush is a cultural liberal. He's for affirmative action, he race-baits, and gender-baits when it serves his agenda, just like a liberal.
He spends like LBJ, and when he leaves office, not only will what's left of the Republican party be destroyed, If his amnesty passes, 40 million improvised third worlders will make sure a conservative government is never elected again in the United States.
We are about to see what it's like to live under a Latin American style oligarchy...it's not pretty folks !

So are all those Senators in cahoots with him.
They'll pay the price - Reps and Dems - on Election Day.
But since the Repubs control both Houses, they will pay more heavily and we will be faced with the prospect of A Democrat President in 2008.
Once Bush muscles the Senate, he'll go on to muscle the House.
This is a despicable outrage.
