Ah, but unfortunately, your timeline is askew. The PDP was passed in his first term, not before he took office. No your time-line is off.
1. Bush campaigned for the PDB in 2000.
2. Bush gets elected by 512 votes in Fla. in 2000.
3. Bush signs PDB in first term.

You may well be right.
Unfortunately, Allen's virtual fence idea and guest worker advocacy makes him a weak candidate to the pro-borders lobby.
But even if he held a Minuteman's views on the borders, Allen will lose enough pro-life voters to cost him the election.
