Cap and trade, that's what this is called. It is a game for the well connected, small business and common people need not apply.
This was my take after hearing a panel of experts talking about this at a professional foresters conference last month in Sacremento. A consulting forester with national credentials talked about trying to sell emission credits on behalf of his clients - the Nez Perce Tribe in Idaho. The idea being that young plantations of trees will fix __ tons/acre/year of carbon.
In this case, the tribe had replanted some land, and the forester was trying to sell the credits on the mercantile exchange. Problem was, his project was too small. Minumum amount that could be sold was X tons (I think it was a 1,000 tons, but was so disgusted I forgot). Even after he lumped several projects together, he only had half of the minumum required to sell one "credit".

Isn't it very interesting, that all those who bash Arnold on proposing a market based system are NOT criticizing the Dems FORCING everyone to cut down on the emission, to a government mandated level.

The measure is more stringent than a series of recommendations released Monday by Schwarzenegger's Climate Action Team.
Some businesses, particularly heavy polluters such as cement makers and refineries, say they oppose mandatory reporting and caps because they would put an unfair economic burden on California companies.
The U.S. Environmental Protection Agency agrees with groups such as the California Chamber of Commerce that voluntary, incentive-based programs are preferable for dealing with greenhouse gas emissions. They contend that mandatory cap and trade programs could push jobs and dirty air overseas to countries where there are few or no air-quality controls.

Gov. Arnold Schwarzenegger cast some cold water Tuesday on a proposal to set firm limits on greenhouse gas emissions, but endorsed other major recommendations of a new report and left open the possibility that a cap on emissions could be put in place later.
Speaking to a summit on how California should address climate change, Schwarzenegger said setting a firm cap on greenhouse gas emissions could drive businesses away and hurt the state's economy.
The governor also ruled out tax increases, including a tax on gasoline, to pay for the plan.
Environmentalists say that making that target mandatory, a step known as setting a hard cap, would spur investments in energy efficiency and new technology and create market conditions that are needed to allow companies to buy and sell the emission credits in a way that reduces greenhouse gases.
Such a cap is expected to be a central feature of key legislation soon to be introduced in the state Legislature

Global Warming is a bunch of hype to scare people in donating to Environmental causes. It's a big lie. Keeping the Enviroment "clean" is a worthy goal, but let's apply some basic science and facts Ahnold.

But global warming is by no means a certainty. The Earth has warmed by about one degree in the past century. It's far from certain that such change is beyond the margin of error in measuring the entire Earth's temperature or is not within the normal heating and warming cycles of the planet. After all, scientists as recently as the 1970s were predicting catastrophe from the impending cooling of the Earth, which supposedly would lead to a New Ice Age.Such theories do have one thing in common: they are advanced by activists who see the latest impending catastrophe as a chance to do what they have long wanted to do, which is restrict automobile and industrial use, and create new regulations and taxes.
Even if the worst were so, it's hard to figure out how a few regulations in one state would lead to the dramatic changes necessary to save the Earth, which suggests that this is more about pandering and symbolism than serious policy.
It's yet another example of a governor who has lost his way.
