Cato...I usually like what they write. The arguement shouldn't be for temporary worker programs, rather it should be for enforcement of our current laws and quite possibly depending on the situation a raising of legal immigration.
It really depends on the situation, but not many people here or elsewhere are going to say we want an end to immigration...period. Japan is a clear sign of what no immigration will do ie it eventually leads to a very small productive class within the country.
I say enforcement first, and then reasonable accessement in our immigration policy second. If we need more labor after the illegal work starts going away, then we'll have people come in as permanent residence, not temporary workers.

What this doesn't put in perspective is the many jobs that illegals are funnelling into now (e.g construction), because our government refuses to enforce the law. So we'll all put on our blinders right now, and actually assume that this will all go well under this line of thinking or we can access reality by looking into it.....which one?
