This presupposes that the writer has some ability to do this - else why give the message? Nope, this story itself, the then-future writing that got the writer's grandchildren put on a Moslem death list, that's what the Time Traveler talked about with those 3 words.

There's no hint of that in the story, except that the writer will sometime soon write something that will get his grandkids on a death list. This doesn't put one in the position to nuke Iran, no matter how well one can argue the position for doing so. I'll state again that I think the message has to do with the story we all read - that's why the Time Traveler came back.

I am not convinced that America is completely destroyed, else who would have the resources to send the grandson to the future? However it could be like the Byzantine Empire, which was destroyed piecemeal. It took them over 800 years to die. Nibble a piece here, a piece there and soon only the original 13 colonies are left.

After rereading the article a few times, the sense I get from the traveler is one of discouragement, fatalism and loss. Not that he has given up, never, but that the war is virtually unwinable. So he makes this disparate attempt to change the past and make the pain less and the chance of winning greater.
