I know this type of aircraft. It was invented by Alexander Lippisch.
Basically it rides on a cushion of air trapped scooped under the wings.
The wings are not made to create lift but made to trap an air cushion the plane rides upon.
Also known as ramwings, flairboats, or Aerofoil boats They were first built in America in 1965 by Collins Radio and Alexander Lippisch.

I expect that ground effect is their reason for claiming stealth - close to the surface is a historic means of avoiding radar. The swoopy shape (versus straight wings) is probably more for show than fact (good image for the muzzie masses).
that said, we and others have been using surface skimming missiles for decades - vulcans are meant to insure against just that threat. This admittedly cute little gizmo would probably put the computer to sleep while it tracked the target.
For now, I'm guessing the other claims are equally well founded...meaning apt to be bluster & only bluster.

Side note to 71:
I was told once by someone who should have known that hughes' Goose was considered for tests of over-ocean surface effect transport.
Never came to pass, probably because better configurations were known to exist and the bird would cost a ransom just to get ready.

Hahaha ... On the other hand I saw a B-2 Stealth Bomber on Sunset Blvd, yesterday. No kidding. I thought no one would believe me but apparently it hadf just done a low flyover Dodger Stadium just blocks away.
It went low over Echo Park lake were I was, then 45 degrees along Sunset til about the Hollywood sign thwen straight up!
I was floored!
