When was the last time a criminally negligent officer was prosecuted?

Now for the civil action. You shoot someone, especially accidently, you're gonna be sued. Sounds like reckless endangerment to me.
And, as someone else has pointed out, sending a SWAT team to arrest a small time bookie is absolutely ridiculous.

Fairfax Commonwealth's Attorney Robert F. Horan Jr. said that when a person fires a gun without malice and unintentionally kills someone, "they do not commit a crime." Maybe the Fairfax Commonwealth Attorney believes that certain laws apply only to certain people.
Or maybe he's just an idiot.

Instances like this is why we're in a Police State. The police get off where a Citizen is looking at 20-to-life. Not just the police.
