Those don't appear to be suicide vests. They appear to be standard chest pouches for AK-47 magazines. Used, with variations, where ever the AK is found.

Just a friendly note since I am writing a column about these documents, including this one.

I also read it the way you did since it clearly says recommendation....there is no evidence this was ordered by Saddam or anybody in govt. It was a recommendation.

HOWEVER, at least some of it was carried out since another document on April 4 hands down an order directly from Saddam to treat these Arab fedayeen the same as Iraqi forces.

It is a big deal still.
