Wolves will eat their kill if afforded an opportunity to do so. A lone wolf is not capable of eating a sheep whole at once. Wolf studies have shown that wolves will feed on a kill, leave the kill, travel away, rest, and return to a kill and if opportunity affords a chance at another kill, they will take it, though a fresh kill is waiting elsewhere.
At one time, there was a sort of unwritten law of the range that no rancher would knowingly pass by a carcass of any kind without inserting in it a dose of strychnine sulfate. I imagine a poisoned carcass would offer them a clue to whatever is destroying their property.

"of the 60 that were attacked, 21 died and 39 were injured..." Does that sound like a pack of wolves ? Sounds more like a pack of dogs to me, they have been known to kill/maim for the fun of it. Wolves usually just kill what they need to eat.
