The choice is ugly: either give the state the power to redistribute children to qualified households and watch those standards like a hawk, or allow the state to raise the children in a permanent majority underclass as we do today.....

I think there is another choice.

Leave the kids with the biological parent, and then work with the parent through social agencies (one would hope, morally-based ones that can inculcate value choices that government agencies are prohibited by the ACLU from inculcating) to help her raise the child "straight and narrow" insofar as possible. Find the father and bring him back to face his responsibility -- and if he won't pick it up, as the old Roman fathers did, to face the consequences. We need to penalize feckless fathering and refusal to accept responsibility. We can't make them accept the responsibility, but we can make them pay a price and serve as negative examples, which will give teachers of other boys something to work with.

I really don't want to let the State into the child-rearing business -- orphanages are bad enough, and the social-services bureaucracy has given us enough of a taste of things to come, that we need to feed them as little as possible.

The impetus to hand out kids for adoption to gay couples has been largely propagated through insider politics, working in the state civil services through networks of gay-friendly civil servants and closeted politicians. Texas is the perfect example of that.
