That wouldn't work in this case....
...remember the article said that some of the calls were made from 19 different cell phones.
All cell phone now have built in GPS's that automatically log the location of the cell phone at the time it calls an emergency number (like 911). This was mandated by the Federal government.
By default they also log the location at the time you start and end ANY call. This information is being kept for an indefinite time as required by the Federal government.

How come they're not charged the full cost of the emergency calls? Here in Long Beach, California, a paramedic call can easily run to over $1,000 if it involves a trip to the nearest emergency room. What, they don't charge for emergency calls in Buffalo, New York? No wonder this family laughs at them - they aren't bearing the costs of diverting first responders from real emergencies - the New York taxpayers are.
