I can see this is going to be like describing wind to a fish, but here goes:
It was a joke. There is not a "fine line" between the two.

I happend to hear it live at the time, and my first impression was that he was high on some of the "local culture", and not drunk. He had called back an hour later and he was still laughing, and he said people were in the room dancing.

Did you see this outrageous story? David Gregory (and the MSM) are losing it entirely.

"He's always drunk. I'm thinking he must be high on something, maybe cocaine. It's a lot cheaper there. He probably loaded up.'
Pull his credentials until he goes through detox and rehab.

Ah....... thanks for clarifying to a teetotaller.

It's easy to jump when the perp is a childish, loudmouthed arrogant jerk to begin with.
To tell the truth, whether or not this is true doesn't change my opinion of Davey at all. He's unprofessional and a bad reporter with an even worse temperament. Being drunk doesn't help or hurt him, IMO.
He's worthless as a reporter one way or the other.

Is there audio to the whole segment in transcript? Not just the little "Arthur" bit?

"Karl Rove is a genius"
My first thought, too!! Obviously a brilliant Rovian plot to discredit one of the most obnoxious twits in the WH Press Corps..... whether it will have the desired effect remains to be seen.

Can't stand the guy, but to be fair.....it could be the result of dehydration. One drink in that state can have severe effects.

Sounded to me more likely a blunt than a cocktail tickling Mr.Gregory's fancy. India is known for having some of the strongest pot anywhere. Someone should search his luggage for Cheech & Chong CD's and Ring Dings.
To: Dr. Scarpetta
You sure about that? ABC hasn't screwed up yet. Rather at CBS. Gregory at NBC.
If you were CNN, Fox, or ABC, why wouldn't you lampoon something like this? If you were Letterman or Leno, are you kidding?
We'll see. I hope you're wrong, but part of me agrees with your assessment.
