It's all for a credit check to make sure you can pay your bills.
My wife isn't eligeable for a SSN number until our immigration process is complete. She has to use a personal TIN (tax payer identification number). No other agency or private company can require the use of an SSN unless it is for business with the social security administration. You legally can't use it for a driver liscence or for anything else.
Its for credit. It shouldn't be shocking. Anytime (%99) you apply for a loan or apply for a credit card...you fill out your SSN number on the application. Credit actions get reported to Experian, TransUnion?, and the other one I can't remember. The data on your credit is organized by your SSN number.
I don't know if I would object to the company controling or monitoring of internet access for people w/o a SSN number...i.e. NON-citizens.
My cable company gives you two choices. Social Security number or Driver's License Number.
My stupid former bank took all the Homeland Security rules and ran with them. It was litterally impossible to do business with them. Probably a case of an idiot manager trying to be real through with governmental regs. Kinda like the school peoples filing sexual harassment against a 6 year old boy for putting his finger under the bracelet a little girl was wearing or filing charges against a 7 year old girl for bring a plastic knife to school to spread peanut butter on a sandwich, or ........... just idiot lefty looney losers who most likely vote just as ignorantly trying to show us their patriotism.

i used to treat my ssn like a state secret, then a friend emailed mine to me along with all kinds of past address info and asked if it was correct. he had gotten it off of a 75$/mo background check site with my name and city/state.
there is no data privacy now.
It's so that if you don't return the cable modem, they can AND WILL ding your credit.
Believe me, they dinged my credit when I trusted a former roommate to return the cable modem at the end of the month when I moved out mid-month.
If you can just pay a deposit in lieu of letting them run a credit report, do so.
I wouldn't. Too easy to have someone create an identiry theft scam on you.

Thought I'd do this privately. Welcome to WV. It's a great place to live. I want to alert you to something that happened to us when we moved here. We were "blindsided" when we went to license our vehicles. WV makes you pay sales tax on all your vehicles even though you paid it in the state where you bought them. If possible you should trade in your vehicles before you move and license the new ones in WV. It cost us $1,900 to license our cars (we had three). We did not know about this before we moved from VA. Hope you resolve the SS# requirement. I don't think we ever had to do that and we've had several different computer and cable services.
What part of WV are you moving too, if you don't mind saying? I'm on the Ohio River side. We have made a permanent home here and love it and love the people.

Actually a priave or public business can legally use it as an ID number provided you give them permission to use it and so long as they inform you that you are not required to give them your SSN and can request a different ID be used. This is the legal loophole for the business. Once you surrender your right to privacy for your SSN, the person you give it to can use it anyway they want. Check the law and you will see that I am correct. I went through this for many months with lawyers at the hospital I worked at to make sure that SSN usage for employee IDs was in compliance with SSA law.
So the fundamental point is that an SSN can be used if you permit such use, but it cannot be mandated?

It's only a hassle when they first come up with the software algorithm to create a unique ID to their specifications. After that, it's no biggie.
I refuse to give my SSN except to banking firms, IRS and the state BMV (required for Ind. DL.)
