The circumstances you describe seem reasonable. I would be surprised if any shot penetrated clothing at that distance. I've seen similar "shootings" where the only damage was to exposed skin.

OK you can see what this all is, The press could not "make hay" over the fact the lawyer guy was almost killed since his injuries have now been reported as superficial, so they (the press) have moved on to "Chenny's Friend is getting Special Treatment while the poor die in the waiting rooms!"
If I were the President I would ban everyone of those assholes (pardon my french) from covering the Whitehouse and I would only give a short press conference once a month by invitation only. Then sit back and laugh when they whined about it.

Very good analysis.
However, I would like to point out one more factor.
Unless he was hunting in the nude, most of the shot energy would be absorbed by a shooting jacket. Usually, these are heavy with game pockets, shell pockets, etc. all over them, which means a lot of the area has double or more fabric layers.
He could have been hunting in his shirt sleeves, but that would not be expected because of the need for more shells, game pockets, protection from brush and briars, etc. Quail in my part of the world are ordinarily found in heavy cover.
The big danger here would be pellets in the eyes or ears.
Bird shot can be fatal at close range. If it reaches the lungs, kidneys, etc., it is serious. But at 35 yards, it might be best described as nothing more than a pain in the ass.
So maybe he got hit with less than a dozen shot? Time will tell.
I'm waiting for the headline where they label the VP a "poacher" for not paying his $7 quail stamp TAX.

IMHO, I think the White House's announcement on this accident should have been, "Vice Pres. Cheney shot a fellow-hunter in an incident that occurred this weekend. The victim is in good condition, but let this be a warning to the rest of you...."

I swear. We could literally bomb North Korea AND Iran and the press wouldn't even notice until Friday.Even after they did hear about it, they'd still botch the story.
The media is just sore they got called on the carpet for jumping the gun on the Sago Mine disaster and botched that whole story, now they're ticked they weren't notified of this soon enough.
The media is just too stupid to figure out their consumers of the news don't trust them.
