The two headed eagle has a connection through Byzantium (although its use predates the Byzantine empire) but has no connection to Orthodoxy.

They do look alike. But, mainly, Serbian eagle is resembling on Bysantyne, and was symbol of Serbia from 1217, but heraldicaly it was changed trough history and final redaction was in 1880-es by some German heraldic.
Today there are some dissagreements about heraldical corectness of that eagle, so new white eagle was made in 1992 for army sign:

Two headed means a link to the Roman Empire, a double-authority of the emperor and the senate. Allmopst all eagles of Slavic nations are White, and that is called sometimes "Slavic white" used also on Czech lion, interesting there sre only white lions in heraldry:) as same as two-headed eagles.
