This is true, but I have never before heard of any branch of the service trumping a service member's right to practice religion; especially the Chaplains.
The primary function of a chaplain is to protect the first amendment rights of the troops. That is why they are not in the normal chain of command and can appeal directly to the chief of chaplains. That can make one unpopular with line officers.
I hope the new freedoms include the right to tell Moos that they're full of crap and members of a death cult.

While in the Army I railed against authoritarian rule. I didn't like being what to do , when and how. But ultimately you grow to understand that it is necessary.
