Maybe we should scrap the dart plan and just have them throw spider-tracers? I know Spider-man has been making them since the 60's so the technology is already viable. They are too small to hurt anyone and if any one sees it then they will just think it's a crazy monochromatic spider. It's a flawless plan I tells ya, FLAWLESS!

Then all the LEO would have to do is type the plate number into a satellite computer up link and it would shut them down. Even if this is not in the future an on board GPS locater would be simple to accomplish without the necessity of shooting at the vehicle with a locater attachment. Meanwhile, the guy who is already having a bad day (someone stole his license plates), finds his car grinding to a halt in rush hour traffic...
