So she can't say she was singled out because of who she was, or what she was wearing.

If I were the Judge I would tell her if you are arrested again, you will go to jail and stay there. If it was anybody else doing the same thing and being arrested constantly, they would be called one (repeat offender) and suffer the consequences.
