Actually, it would 'deliver wealth' if you define transfering wealth from the developed countries, mostly the US, to the third world. Yes, there would be wealth delivered, just not created.

Look Kofi, you're an embarassing amateur at all this. You really need to take some huckster lessons from some fellow Africans in Nigeria. This would be much more effective:

Clintoon never had the courage to bring it to the Senate for ratification, because they had already rejected it in principle about 95 - 0.
