They sell all kinds of shields with process server, investigator ect as the title. It will get them past most people who don't bother to look. Cal requires registration with the county. I think a lot of convicts work off their lawyer bills as delivery boys.

I have backed an over zealous "process server/bail enforement officer" down with a shotgun once (I was cleaning it at the time). Got a bit tense, but he walked once the cops got there. It was really an honest mistake, but had he done something stupid, it would have gotten really ugly.
I would like to see the unedited version of Dog...have to wonder how many times he is chased away with his tail between his legs. His rep in the islands is very poor.
