The main difference is simply Arafat denied it. Hamas brags about it.
Diplomatically, it's just alot easier to pull the plug now.

A start, but now the horse has left the barn. Unfortunately the Bush administration will have to correct it's grievous ME policy errors, but it's better than nothing, I suppose.
