Those are local events and amount in a shift of existing water from one point to another. For example, in New Orleans, water evaporated from the ocean and fell as rain; additionally, a swell of water moved from the ocean to the land; both instances resulted in the shifting of existing water.
A world wide flood requires the appearance and disappearance of enormous quantities of water.

Yes they are. However if the oceans where not subject to a rising water level along with the land, then gravity would have prevented flooding of anything by low lying areas without drainage. If the level of water on land were 100 feet above sea level, then it would just flow out to sea, leaving you with localized flooding and a lot of mud, not a world wide inundation.
