Mecca, Medina, Qom, Teheran, Islamabad, Baghdad, Damascus, Jordan, Syria, Kuwait City, Riyahd, Cairo, Tripoli, Rabatt, Algiers. I wonder if I missed any significant Capitals.
I've since added Mogadishu and Yemen, just for the hell of it.
Depending on size, 5 to 10 nukes each ought to do it.
If the UN has a problem with that, additional targets can be identified. Belgium can take UN headquarters for the next possible round...
