He is relying on a lot of unknowns like getting the feds and private financing to kick in major chunks of money on the way to rebuilding california from top to bottom as envisioned..
The bonds as things progress would be voted on over the next 8 years.
A lot can happen before this latest vision of the Gub's comes to fruition. A lot.
Maybe his strategy is to buy off the enviros so they don't sue to stop all the roadbuilding projects. Given the current paperwork required to build another freeway, it seams to me that it would take 8 years of studies and litigation before another freeway is built.

altho I don;t see it specifically listed ,, HSR high speed rail appears to be in the mix here as well as he is proposing 600 miles for mass transit which I would think includes this and likely some light rail as well and who knows how many clean buses..

It's gonna be interesting as to how much is too much , even over 10 years, this is a lot of dough.
factor in the standard boksheesh , as much as 3rd could end up being wasted grafted and such, so for all the claims of fiscal responsibility made by all the main players,, voters had better really look very carefully before giving their vote for all the stuff being proposed.
as a side note ,, new revelations of the latest cost overruns on the Bay Bridge could add close to half a billion or more to the pile, that is not getting much publicity so far anywhere at all. CalTrans strikes again..
