I have heard a lot of folks don't pay those taxes anyway. :)
The house/farm is a good incentive, where do they offer that?
I still think an all out ban except in instances of rape or incest would be helpful (if it was enforced well).
There's a real need to push for people to move east too, before the Chinese manage to have more folks in Siberia than Russia does.

As I understand it most dachas lack indoor plumbing :)
My wife's family own their own house and are one of few on their block that have indoor toilets.
They actually made money selling the apartment they'd had before buying they house. They're buying an apartment in installments now, but the payments are enormous (strictly speaking their paying for it to be built in a new building). Her father bought a Hyundai recently and it's also extremely high payments.

Of course if you count in 15-20 million illegals into the average, I'm sure its much lower then that.
