Don't forget the buses provided by the city pre-hurricane that people who didn't have their own cars could have gotten on. I understand that a grand total of one person used this service.

If people won't act reasonably to save themselves when they have the resources and information to do so, there's nothing much anybody else can do for them. Then they become the authors of their own sad fate, and I don't see why the rest of us have any particular obligation to bail them out.
