You have to remember most to all upper ranks are not protected by any kind of civil service and are merely repeating the official city verbage. If they don't they get relieved of their duties. Most of the times only the yes men get to the top anyway.

If the chief really wants to make a contribution to the effort to keep guns out of the wrong hands, he shouldnt leave pistols lying around in his city-owned car while he and his wife are shopping, Gottlieb observed. Somewhere out there is a 9mm Glock pistol that belongs in Kerlikowskes holster or safely stored in his home or office. Wherever it is, you can bet it doesnt belong there. Oohh, that's gonna leave a mark!

At a news conference, just after his gun was stolen, Chief Kerlikowske said that his gun was in his car in a secure manner. I guess the definition of secure does not involve getting it stolen from a car in a public area.
There is a saying in many police departments that the meaning of officer survival has a totally different meaning once you are above Sargent.

Correct me if I am wrong, but because he was not an officer, he was also guilty of illegally carrying a firearm.
The crooks in Detroit are easily confused. Was Oliver also the one convicted of embezzlement? They found piles of money in his attic.
