Now my cousin owns an RV park and some of his buildings were severely damaged from Rita so he just plowed them down and stuck more FEMA trailers there. He's real happy at the moment because he is making a killing after a very slow summer. Most of his tenants are decent hard working people though not the folks NOLA has to deal with.
Strongarm er Armstrong Trailer Park and Crack Mall.
Do you ever get the impression they are all working together against the residents?

The folk who have insurance and are rebuilding are doing so without relying on FEMA or the public dole (mostly). These are the taxpaying citizens who planned and protected themselves. Furthermore, they still believe in the city. If they needed temporary housing, they probably borrowed, bought or leased a mobile home or RV.
So, who is going to be occupying these trailers? Is this an "instant ghetto"? An area to be populated by the sort of population that N.O. really doesn't need or want back? The impoverished underclass that makes a profession out of living on public assistance?
NIMBY, indeed. Why would you want to attract people who are a drain on your resources, a source of crime, (and all of the other attendant problems)... unless of course, they're going to vote to keep you in office.

Rita damage in a town north of me.
I was referencing the redneck part of the state. NOLA for the most part is classy outside of the ghetto areas. The town where that pic was taken is actally about 60 miles inland from where Rita slammed. That town was hit pretty hard.
I understand about the loss of land. I own property on Holly Beach and there's nothing left except the water tower. Louisiana has lost a lot this hurricane season. I wonder if the satellite pictures show just how much land was lost from the storms.
They got a point. NEw Orleans East easily... easily has a dozen abandoned apartment properties where trailers could be set up with minimal demolition. And no one would complain that it's draging the neighborhood down.
Hell, There's a condo complex on Bundy Rd where they had people squatting in the apartments. There was simply too many for the police to effectively keep the area clear.
It was a bonehead maneuver for anyone to approve of this. Blocking it looks petty and NIMBY though.
I say bring them to NO East.
