I don't know if it is worth responding to someone who has his mind made up, regardless of the facts. The 2005 test data from the ACT web site show the following:

Average score, all students - 20.9
Homeschooled students - 22.5

They are doing pretty well for students whose teachers are, according to you, unqualified to teach anything.

I have been homeschooling my kids since 1986. I have a degree in chemistry. My husband has an MD. Are we among the unqualified?

My son, who had never been to school in his life, scored 27 on his ACT (90th percentile). He graduated from the University of Missouri last May. He was hired by a major food company in a PR capacity and interacts with the public on a regular basis (good socialization skills).

Are we unusual? I don't think so. I base that judgment on the hundreds of homeschoolers we have met in four different states over nearly twenty years of homeschooling.

My wife homeschooled our three kids all the way through K-12, our oldest enlisted in the Marines but the Navy wanted him bad for the nuke program. Being retired military and moving q3y, there are several "hoops" to jump through state wise but his saving grace is NC has (or had) a program that a student in HS can take classes for free (except books) at the college level, he had 24 CH completed, as far as a diploma goes, I made one up on the computer. That seemed to pacify the mil.
