No one is "pushing" them there. These fools are voluntarily paying money to move there! Use your heads, people. We don't want you to drown but we also don't want to pay to rebuild your $500,000 houses every 5 years, either. Move somewhere safer.

There is no such thing as flood insurance. What the federal government sells is a document that allows in some cases people to build in places that makes no sense. New Orleans for example.

In the 1920's my Grand Father traded his farm on the Red River in OK for some "high ground" in Denton TX. The Red River took the farm in OK (in the flood plain) in the late 1930's. The Denton property is now worth millions (belongs to Grandpa's third ex-wife's children), the OK property is full of catfish and river.

Schwarzenegger now is talking about spending on a massive scale, in part by using bonds that future generations will pay for. He says he wants to work with Democrats on a multibillion-dollar package to finance road, levee, school and other infrastructure needs.
Asked as he was traveling in China whether the package could reach $50 billion, the governor didn't blink. It could be "much, much bigger" than $50 billion, he said. "We are looking at something really big."

State finance department spokesman H.D. Palmer said Schwarzenegger "is still finalizing what the different components are going to be of the package" and may consider financing methods other than bonds, including public-private partnerships.

You are presuming there is a free market for housing in California. There isn't. There is a tightly controlled market for building permits, reinforced by Arnold Schwarzeneggers adopted socialist vision called 'smart growth'.'Smart growth' puts all development and housing into the hands of unelected councils, developers and politicians. They get nearly all the permits, because they build higher density developments and they build them where the planners say they should. at the behest of 'smart growthers' corrupting our government. If the planners say build in a flood plain, they do, especially if the location is near a 'transit hub'. All other buildable land is being closed off as open or green space, these are usually the most desirable parcels. This leaves mostly undesirable places for growth and people who want to purchase a home must buy a home in one of these developments or not purchase a home at all.
According to Sunne Wright McPeak, Arnold's housing, transportation and jobs czar, says another name for 'smart growth' is Agenda 21. If you have heard of Agenda 21, you probably understand why housing is being built in these less than desirable areas, and why the density of the developments is so high.

Like Texas, part of the plan will be to bring in toll roads built and operated by foriegn corporations under "free trade" agreements. Like Texas, the transporation plan will be used to merge California with Mexico and the rest of South America, in order to create the North American Union, then the FTAA, the western hemispheric trade zone.
