The phthalates aren't chemically bonded with the vinyl polymer. They are mixed with the polymer and soften it to make it useful for certain purposes, like a bar of soap softens by sitting in water. There's a big debate about how much harm, if any, the small amount of phthalates that gets out of these plastics can do.

I've always maintained that when the final research is in, scientists will source cancer back to either electricity or plastic, since the rise in cancer rates expanded rapidly with the widespread distribution of both of these.

Not that I'm some Al-Gore-back-to-the-15th-century-wacko-environmentalist type, but it does seem to me to be more than a curious coincidence.
