Already used by police. Not sure if its in military inventory.

A better non-lethal weapon would be a full-auto paintball gun -- firing pepper-spray pellets Such an item is in wide use among police departments, usually employed for crowd control. I noticed them, especially, during the various anti-WTO riots.

But you can't really see to move around well with a welder's helmet on in ordinary light.
Welder's glass is used to view solar eclipses, but you will only see the sun through it. Everything else is jet back.

I don't know about that. Most of the laser safe eyewear I've used at work are fairly clear. We can even use the same pair for different wavelenght lasers. What I'm saying is that it probably wouldn't take much to develop eyewear to counteract the effects of this weapon.
(sarc on) But I'm SURE they thought of that already. (sarc off)
