I see your point. I'm not sure that was the reason Bush picked her. I don't believe he was THINKING at all. I think it was a situation of he likes her and trusts her and thought she might do a good job even though she really wasn't qualified - plus not much was known about her - and "conservatives" were supposed to "trust" him - LOL!
I voted for him but I have been disappointed such as on the border situation and illegal immigration - I expected him to ACT on that.
