Ok, I bothered to read the whole article. When is automatically a memeber of the state bar when one becomes a lawyer. She apparently meant those who were "minority" lawyers having more leadership positions in the state bar (yawn, that is not where the power action is), and encouraging law firms to hire. Yes, what she meant, is not what she wrote, per the extract. Maybe a fuller quote would help.
