I think if the events of 9/11 involved only 1 plane, the public would be told it was a mechanical malfunction or whatever suits - anything but a successful attack.
That was the lesson of TWA 800. 9/11 had to involve multiple planes so it couldn't be covered up. They also brought down 2 planes at once over Russia so it couldn't be denied. Single acts of terrorism will continue to be covered up to deny the Islamists a small victory.
