Every freshman class in every college in the country has a bomber or two. It's the stage they go through before they start shooting tennis balls across campus with the potato gun.

Typical college kids don't attempt to murder other students across campus with bombs. My college used to have a traditional inter-dormitory snowball fight with the first snowfall of the season, but that was about it. This is way beyond being a prank.
