I moved down here thinking even a liberal area of Texas had to be better than anywhere in liberal Minnesota.
Dang was I wrong...
I'm moving BACK to MN to get away from the high tax rates. Even considering MN's State income tax, I'll be saving $2k a year by moving back. How screwed up is that?

In my state on the county level they are drawn from the voter registration if it hasn't changed since I retired. I don't know how it works on the state and federal level but I believe it is the same.
Regardless it is nothing more than a formality and with the control the prosecutor has over the system for the most part it is a done deal. The Grand Jury has the say in the degree of the crime but I have never seen a Grand Jury no bill a cases the prosecutor wanted to prosecute.

The Grand Jury may have just refused to indict I am sure it could happen but it is rare I believe. The prosecutor has the right to put the case before the Grand Jury that he wishes and he may have been afraid of running out of time,he could have been fishing and seeing what they would do with what he had or he may have been stalling for time. Prosecutors have more power than the average person realizes.
