I have no idea if he is guilty. But, US House rules state that if you are under indictment, you must step down from your leadership role.

I think DeLay's political career is about over. I think he'll get this dismissed but the Democrats get him out of the Majority Leader's job. Earle delivered for the Democrats.

On a voice vote, the House Republican Conference changed a rule that required party leaders to step down if indicted for any crime that carries a prison sentence of two or more years.

Now other Republican leaders would have 30 days to review a felony indictment and make recommendations to all House Republicans about whether the person should step aside.

The parties write their own rules for running their caucuses, which are separate from House and committee rules and procedures.
