I agree, and it seems likely that some people did starve to death. Apparently the number was not large, or it would be easier to find documentation.
Rummel's theories of "democide" are not nearly as widely circulated as I think they should be. His fatality numbers have been criticized, but it seems to me that he has tried to make the best guesses he could with the limited information available. Implementing his ideas might save many lives.
