Indeed it is very bold. If one can turn renters into homeowners, the tax base increases accordingly, as well as breaking an important part of the cycle of poverty. Certainly not all who have a chance at a new start will succeed, but those who may have been rudely awakened by their previous status in life can change what was into something better. Charity is for immediate and temporary situations. Investment spending is for the long run, hopefully changing generations into middle class and up. An ownership society is a worthy and democratic goal (in the original sense, of course!).

I only found out about the term about 9 years ago myself, from the movie" Broken arrow". It is where a person(or team or party),allows another person or team, or party to get the "advantage, " early on, in a battle of some sort, and toss their best punches(physically or verbally), and make them think that they have beaten their opponent. Then, after awhile, before the "game" is over, so to speak, that opponent comes back, and "knocks out", the other person, who is now weary, after fighting so hard early on, because he thought his opponent was "weak and vulnerable".
IIRC, the term originated from the Mohamed Ali-Formen fight, of th early '70', or so.In that fight, Ali allowed Formen to beat him , for round after round, but did NOT allow him to land a "knockout" punch. He just allowed Formen to pummel him, until Formena wore himself out, anf THEN, Ali came back in the last few rounds, and took over.
THIS, is what W is also known for-- that is, allowing his enemies to "burn themselves out", by tossing everything they have at them, until they have nothing left, and THEN, the truth comes out, and he ends up looking like a champ, and they all end up having egg on their faces.

I think Pres. Bush accomplished this by taking FDR's tack of putting people to work building infrastructure. People who work pay taxes, so the hit on the economy will be mitigated and the long-term results may change the ratios between classes, hopefully to the good. This leaves the Bush-haters in a bind, because FDR is their Reagan, so to speak, but they are so small-minded about regaining power, that they will continue to flail at the President who doesn't flail back; instead he deals them a left hook, as in this America-sized vision which gives hope to those who need it badly. After all, hope has to be present at the start of moving forward.

Someday a good speaker will arise from amidst the black community and lead a good number of them into the conservative ranks. Williams and Sowell are great but they do not seek to take charge amongst blacks.
One of their primary problems is that they hang on to the idea that they're disadvantaged, downtrodden, etc. Black parents tell their kids that the system is set up to see them fail and things of that nature. This offers them a ready made reason to quit early while others (whites) persevere until they finally reach their goal.
History is flush with examples of successful men that took a beating early on. Most of them were/are white. Most of them could have reasoned after failed attempt eight, or nine, or ten, that the "system was against them" but the thought never occurred to them because that idea hadn't been drilled into their heads from an early age.

Personally, I think GW is brilliant. I also think he read the book, "How To Win Friends and Influence People" by Dale Carnegie. It's an older book but the common sense within it is timeless.

There is more coming - It's not just the lies, but the unbecoming behaviour.
Many Asian societies deeply revere integrity and dignity as essential qualities in a leader. Something Bush has shown and Blanco and Nagin have not. Blanco's crying and Nagin's foul-mouthed tirade really shook a lot of people up over here.
