Once again, a lie is continued by the media. He did not have the opportunity to "win" senate approval or not. His nomination was stalled in committee by the filibuster and manipulations of Senate rules. He was NOT voted upon by the Senate. Get it right!

***Have I mentioned Clinton's recess appointments to you lately? This is what he did when his judicial and executive nominees didn't get consideration in the Senate before the legislative session ended. Since his nominees didn't get the required Senate approval, he issued "recess appointments" that would allow his nominees to get to work while the Senate was not in session. Clinton did it in 1997 when Bill Lann Lee didn't get Senate approval to be the nation's civil rights chief. And he gave Roger Gregory a recess appointment in December after complaining that Senate Republicans were interfering with his attempts to diversify the federal bench.
Bill Clinton acts in a partisan manner by defying the Senate and the Constitution to get his political appointees into office ... and the Democrats are accusing George Bush of not being bipartisan?
Translation: He's not giving the Democrats what they want.
