Some localities require a person working or serving a city to reside within the city limits. Does New Orleans have such an ordinance. I mean how the heck can he be a mayor of a major American city, while living in another major city in another state?

According to the Texas Department of Public Safety, Frisco has one of the LOWEST crime rates in Collin County. With a population increase of just under 20% in 2003, the crime rate changed from 26.86 to 27.42 crimes per 1000 population, a slight 2% increase.
Compare that with the city of New Orleans....
