Please do NOT absolve that drooling moron Nagin from his part in the utter failure of State and City government to do its job. He's at least as culpable as Blanco; probably more so. New Orleans was his sole responsibility. Blanco is responsible for the entire State.

There is no Martial Law abridging civil rights. The police department should be sued in federal court for civil rights violations. The police can not come into your house without a search warrant.
