City had evacuation plan but strayed from strategy

Is the date of 08-31-05 for sat pic correct? That is on a Wednesday, the TP printed that the city was flooding on 08-26-05, a Monday, even as the storm blew out? If date is right, that means they had a full day and half to get at the very least, some people emergency evacuated out of NO?

This is beginning to look no less than criminal, the feds should move on these jokers for just that, criminal neglect resulting in deaths.

Driving a bus is not rocket science. Even the 19 year old kid could do it and he'd never driven a bus in his life.

No government official is going to give just anyone the keys to a bus full of indigents and elderly -- especially with the roads so tangled with traffic headed out of town.

There really was no practical way to evacuate New Orleans. Like the cops told the people, it was "every man for himself." Of course, that was a recipe for disaster in a town full of welfare queens and thieves.

Many are disabled by being too fat to get around and then the resulting diabetes, hypertension, and heart disease. I was amazed at the number of amputees being pushed through the filthy water on their wheelchairs. This is the best government can do for a population in the 35 years since LBJ disabled them with his malignant "War on Poverty." Perhaps this storm will save some of the children as they are rescued from a wasted life of dependency, disease, and drug and alcohol abuse.

wonderful points you made. Welfare and disability has stripped these people of their dignity.

I keep on looking for a map that I can figure out just how far some of these people who have no cars would have had to walk to get away from the flooding (before the flood), or to get help or transportation.

I would have walked many blocks, even with screaming babies and dragging a toddler to get out. I wouldn't have depended upon HELP, I would have searched for a way out and searched for help wherever and however I could.

Still, Nagin waited to issue a mandatory evacuation, apparently because of legal complications, said Frazier. She said the city attorney was unavailable for an interview to explain.

But Kris Wartelle, spokeswoman for the attorney general of Louisiana, said state law clearly gives the mayor the authority to "direct and compel the evacuation of all or part of the population from any stricken or threatened area."

"They're not confused about it. He had the authority to do it," Wartelle said.

Well, I'm confused. I thought just yesterday Nagin ordered one and the governor said she was the only one with authority to do that.

For the Houston Chronicle, which has been bashing Bush for the last week and a half, to run this story is a major milestone.

I suspect the Democrats will be willing to cut their losses and make Nagin the scapegoat, while seeking to protect Blanco.

Travis McGee in an earlier reply to another thread has provided the coffin and wooden stake to handle the soon to be former mayor of N O's. :

I hope that sooner or later the MSM discovers that New Orleans did have a written emergency plan to cover the evacuation of the poor, but that the idiot mayor of New Orleans ignored it, and allowed the evacuation buses to be ruined by the flood, forgotten.

The city leaders had at least two full days to use these hundreds of buses to evac the poor, exactly as their own emergency management plan called for.

Here's the southeast Louisiana evac plan supplement, most recently revised in 2000. Go to page 13, read paragraph 5. It states:

5. The primary means of hurricane evacuation will be personal vehicles. School and municipal buses, government-owned vehicles and vehicles provided by volunteer agencies may be used to provide transportation for individuals who lack transportation and require assistance in evacuating.

LA had already done studies on who would evacuate as part of their Hurricane Pam drill:
We have extended these preliminary analyses in two ways. First, we are now exploring the health correlates of evacuation. We find that individuals who are in “good,” “excellent,” and even “fair” health are much more likely to report that they would evacuate than those who are in “poor” health: 73 % of those in “excellent” health, 70% of those in “good” health, 68% of those in “fair” health, but only 43% of those in “poor” health report that they would leave the area. We find similar patterns for mental health and disability. Of those with low levels of depression, 72% would evacuate, whereas 65% of those at middle levels and 56% of those at high levels would do so. Only 53% of those with a disability, compared to 71% of those without would leave the area. Psychological resources also appear to be consequential, with individuals with better coping skills more likely to say that they would leave the area than those with lower levels of mastery. Individuals reporting higher levels of social support are more likely to say that they would evacuate than those with lower levels of support.
