"Emergency management operations for disasters include three phases: preparedness, response, and recovery. In the preparedness phase, state and local governments administer emergency preparedness programs with ongoing activities to help ensure that they are ready to respond to disasters. The Louisiana Department of Emergency Preparedness is responsible for all initial damage assessment prior to federal involvement. "

I guess Mary must have forgotten about this.

Fellow Freepers:

At the suggestion of writer Michelle Malkin last Friday, I have cobbled together a blogsite called Texas Clearinghouse for Katrina Aid to serve as a clearinghouse for refugee efforts in Texas.

Texas is getting more refugees than any other state -- that's fine, we'll take them all -- but we need help providing them with food, clothing, and shelter.

If you are a refugee, you can information that will help you find relief. If you want to donate or volunteer, you can find someone who needs you.

Right now the site mostly covers Houston, Dallas, and San Antonio but I will add various churches, schools, and other charities in Ft. Worth and Lubbock tonight. My wife spent yesterday at Reunion Arena in Dallas handing out care packages and otherwise ministering to the refugees as a representative of her employer.

There are a lot of churches and other organizations in Texas that need help in dealing with the problem and I would greatly appreciate it if you would get the word out.

Many thanks,

Michael McCullough

Stingray blogsite

I am beginning to wonder if there is anyone competent enough to govern at any level in the state of Louisiana!

I think it is time for the good citizens of that state to wrest control from the elected clowns and gangsters.

When this woman runs for re-election, I hope the Republicans find the most dignified person they can to run against her. Then run clips of her threatening the person of the president of the United States. Run it over and over and over. LA can do better.

The Louisiana Office of Homeland Security and Emergency Preparedness (LHLS & EP); formally the Louisiana Office of Emergency Preparedness (LOEP), was created by the Civil Act of 1950 and is under the Louisiana Military Department. In 1976 LHLS & EP via the Louisiana government reorganization, was moved to the Department of Public Safety (DPS). In 1990 LHLS & EP was transferred again to the Military Department. In 2003 the Agency name was changed to the Louisiana Office of Homeland Security and Emergency Preparedness, reflecting the additional responsibilities to the State and her citizens.

Since LHLS & EP was placed under the Military Department in 1990, the Agency has managed over 16 Federal Disaster Declarations and has coordinated several hundred State Disaster Declarations authorized under the Governor's signature. Over the years, the mission has evolved to include the spectrum of natural, man-made disasters and as of 2003; the duties and responsibilities for supporting Louisiana's Homeland Security needs.

Since 1990, LHLS & EP has been under the leadership of two Directors, Major General Ansel M. Stroud and Major General Bennett C. Landreneau. The staff at the Baton Rouge office has also undergone many changes and adjusted personnel to accommodate a number of large disasters such as Hurricane Andrew, Tropical Storm Allison, and more recently the damages resulting from Isidore and Lilli in 2002. The inclusion of the Homeland Security mission has also created additional staffing requirements.

Whoda thunk, FEMA, or FEMA-liason, extends right into state employees. The whole organization needs to be looked at. I would not assume the top guy is at fault (he might be, I just wouldn't assume it).

This from The Louisiana Department of Emergency Preparedness

"As much as we try to prepare for catastrophic disasters and to reduce our risk from their devastation, hurricanes, tornadoes, floods and other disasters still happen.

When they do, local and state officials are the first to respond. If the loss of life and property overwhelms this response, the federal government ... including FEMA ... is called upon to help."

This is the same woman who threatened to punch the President in the nose if he dared criticize the police department in New Orleans. Threatening the president is against the law! I can't believe ANYONE would vote for this nitwit.

..they are ready to respond to disasters.

They responded in a manner which tells all about their moral fiber.

I don't see where FEMA is either a first responder or responsible for getting people out of harms way.

If the first responder in my community included someone like Superintendent Compass, I think I would consider moving!!

I am a retired teacher. If I had ever walked into just a classroom and started shrieking about how little control I had, you can just imagine how much control would result!!
INCOMPETENCE must be a way of life down there, indeed, they have raised it to an art form!

How about this tidbit from the STATE OF LOUISIANA EMERGENCY OPERATIONS PLAN, page 10:

2. Adjutant General/Director, Louisiana Office of Emergency Preparedness (LOEP):

a. Serve as the Governor's executive agent and lead agency for the management of emergency and disaster operations.

b. Coordinate state and local operations.

c. Prepare and coordinate requests for assistance to other states and the Federal government.

d. Keep the Governor and the Legislature informed of progress and problems in dealing with the emergency or disaster.

And the Adjutant General/Director is....drumroll....Major General Bennett C. Landreneau

From site: Major General Bennett C. Landreneau is the Adjutant General for Louisiana. He is responsible for the deployment and coordination of programs, policies and plans affecting the more than 14,000 members of the Louisiana Army and Air National Guard. He is also the Director of the Louisiana Office of Homeland Security and Emergency Preparedness.
