Many of these EOs were incorporated into other EOs for purposes of reorganization. Technically thats not revoking them but really just consolidating them.

Exactly, and that's why I have no argument with either FEMA or its construction. What I am suggesting, however, is that given this extraordinary power (even if half of the EO's have been subsequently rescinded), the Fed had the authority to move much more quickly than they did.

On the one hand, many have been suggesting (including myself) that the primary blame for this fiasco rested upon local authorities because the Fed required a call for assistance, a priori, before they could act.

On the other hand, if (as many of the EO's suggest) this prior call for help was not required for the Fed to act, who then should get the ultimate blame?

Unquestionably, Mike Brown has to go. This is just too sensitive a post to be filled by a hack political crony. I just hope and pray that the blame can be contained at this level, but my fear is that it cannot and might very well go considerably higher. Of course, only time will tell.

EOs commonly get rolled over into fresh, sometimes brought back from the dead as if there were no lapse of authority. The National Petroleum Reserve Alaska was like that.

You saw in New Orleans what happens when the notion of civil defense is taken away from a population, and the expectation that the federal government will save everybody.

You saw people unable to care for themselves in an emergency, you saw many people die because THEY didn't prepare.

I think the pro-fema people are the winguts in this case.

They never really go away

Even with an expiration date they can expire and be gone for decades and then next time something comes up so do the EOs as if everything had continued without break. Teapot Dome happened during one of these expiration periods, which makes the scandal a little complicated in an ethical sense.

You need to give thanks that all the effort of intelligent people succeeded in the reprogramming for Y2k.

Remember ONE thing from math class - ZERO is NOT a number - ZERO does NOT compute. It used to be even in certain intel agencies, you could NEVER entered 00:00 for a time entry as it would crash the process at that point - you had to enter either 23:59 or 00:01 That rule probably still holds.

ok that should help explain the problem of the year 00 (zero) instead of 2000, a real number

Most accounting software - especially at the corporate level was written in COBOL and the year codes were set as a two digit number.

So what? It's only accounting. What will a crash hurt except for some accountant?

In accounting programs, there is a section called "INVENTORY CONTROL"

Now - let's take for example the floridians who have problems even trying to vote! ALL the food and other goods are shipped in and it is ALL controlled by that little module called "Inventory Control"

All the ordering for larger stores is done automatically by the accounting program - smaller stores call in order to distributers who use the automated program.

Those automated programs then tie in to ...etc. etc etc.

I am not going to lay out the entire supply structure for the USA.

Let it suffice to say, if nothing was done, we would have a much smaller population due to the massive panics and anarchy in most of the cities in america. Look at what has just happened to La from a short lived storm! Imagine this same chaoe in every mcity in the country at the same time because the computer didn't order and those that made it through could not be processed because the rail and truking system all run on the same COBOL based programming.

The people in the cities would have starved or killed each other for the food because - just like N.O - they know no better. They are, basically, IGNORANT of where food really comes from.

Think about it. It's true.

Most foodstuff comes from the "fly over country", this bug would have caused inconveniences and months of shortages, but food here would still be available.

In light of FEMA bailing temporarily when hoodlums and gangstas took some potshots at them in New Orleans; I am not really scared of FEMA taking over the United States, throwing families into cattle cars and splitting the families up and sending them to Rex-84 camps for the New World Order.

If a couple of hundred gangstas can stop FEMA, then the well armed populace of America would tear them to shreds.

An Executive Order is issued in order to put laws into effect, or to execute policy within the constraints of extant law.

EOs are scrutinized by the White House Counsel's Office to ensure that they do not violate the law. EOs frequently need to be changed because the underlying law is changed by Congress.

This is why we had a Marine O-5 running covert operations in Nicaragua, because Congress forbade the government from spending money to support the Contras, and any effort to do so via executive order would've been shot down by the White House Counsel.

FEMA has annouced no photos of dead bodies! Just watching CNN and a reporter out on a boat trying to get the story has the boat seized by the National Guard. This is martial law and we need your boat! Thanks for the post. This is not tin foil hat. This is reality not delusion. Also FEMA'S boss Brown in an article in Popular Science or Mechanics back in 2001 was assistant FEMA boss in New Orleans and was quoted in an article about tital surges and the levee's strength against them. So all this bullcrap we have been hearing from him is just that. Bullcrap.
