Is he supposed to be clairvoyant? The incompetent city government didn't tell Chertoff about the people in the convention center.
That's because the local authorities are supposed to tell him where to send the personnel and supplies.

The official one step below the president is supposed to know the precise locations of refuge locations in New Orleans? GMAFB.
Everyone wants and expects instant gratification. We need a technology where we can email trucks and supplies to any location. Then major obstacles like flooded roads, broken bridges, and other blockages can be avoided.
Not to worry. President Hillary will beef up FEMA and will make sure they know everything about everyone.

Neither did the media. We learned about the gathering at the Convention center about the same time that he did. The press only talked about it. They were afraid to go there and show it.
Does that preclude someone within the Dep't of Homeland Security and/or FEMA bureaucracy from, say, watching the media, seeing the problem, and saying, hey, Boss - you need to see this and do something about it?
The "we didn't know" is like "the dog ate my homework" - a lame excuse. And it is one thing in this whole episode where, in my opinion, the Feds could have done a better job.

President Bush doesn't show people up. He's not going to can either of these guys in the near future.
What is needed is a rewriting of the compacts among the states to allow a more coordinated response. Governors from other states were sending Guardsmen even before Blanco asked for it, even though they knew they could noit cross the LA line without her permisison, and that wass late coming.
You forget those agencies CAN NOT BE THERE UNLESS INVITED BY THE GOVENOR!!! And she didn't do it!!!!!!!
FEMA lacks the muscle to "do something." Too many bureaucrats shufflingpaper. Too little enterface with the Guard and the Military.
