Before residents had ever heard the words "Hurricane Katrina," the New Orleans TIMES-PICAYUNE ran a story warning residents: If you stay behind during a big storm, you'll be on your own!
Editors at TIMES-PICAYUNE on Monday called for every official at the Federal Emergency Management Agency to be fired. In an open letter to President Bush, the paper said: "Our people deserved rescuing. Many who could have been were not. That's to the government's shame."
But the TIMES-PICAYUNE published a story on July 24, 2005 stating: City, state and federal emergency officials are preparing to give a historically blunt message: "In the event of a major hurricane, you're on your own."
Staff writer Bruce Nolan reported some 7 weeks before Katrina: "In scripted appearances being recorded now, officials such as Mayor Ray Nagin, local Red Cross Executive Director Kay Wilkins and City Council President Oliver Thomas drive home the word that the city does not have the resources to move out of harm's way an estimated 134,000 people without transportation."
"In the video, made by the anti-poverty agency Total Community Action, they urge those people to make arrangements now by finding their own ways to leave the city in the event of an evacuation.
"You're responsible for your safety, and you should be responsible for the person next to you," Wilkins said in an interview. "If you have some room to get that person out of town, the Red Cross will have a space for that person outside the area. We can help you."

There was an article posted here a couple places in the last week dated just after Hurricane Ivan -- the owner(s) of the Super Dome were upset at the idea of it being a "refuge of last resort" because it was completely unequipped to be an emergency shelter.
I don't understand why the city hasn't worked with the ownership to have emergency power...they seemed to give absolutely no thought to equipping it or what the outcome of a castrophe would be...yet FReepers here predicted what conditions in the Dome would be like *before* Katrina hit. They should have had half a clue themselves in the government...

The Dome was designated a "Last Resort Refuge." The term was defined in the official LA emergency plan differently than what you, the media, the people who went there and common sense would think it meant. On this, alas, they followed the plan. Details at my post upthread here.

The West Jefferson Levee District is responsible for drainage, flood control and water resources development in the portion of Jefferson Parish on the west side of the Mississippi River. The levee district is also responsible for constructing and maintaining levees and drainage systems within its district. The levee district may buy, sell or exchange property, enter into contracts and perform any acts necessary to carry out its assigned duties.[SNIP]
Currently the U.S. Army Corps of Engineers is conducting a large scale hurricane protection project on the west bank of the Mississippi river in Jefferson, Orleans, and Plaquemines parishes. The entire project is estimated to cost approximately $300 million. The State Department of Transportation and Development is the lead nonfederal sponsor for the project.
Included in the project is $260 million for work in the area governed by the levee district. The levee district contracted in May, 1995, with a joint venture engineering firm to perform all engineering services required by the levee districts participation in the Corps of Engineers project. Mr. Jones was first appointed as a commissioner to the levee district in 1992.
Levee district commissioners are appointed by the governor and serve at his pleasure.
A commissioner of the West Jefferson Levee District proposed using his position on the board to steer levee board contracts to a private company he was attempting to create. Ronald Jones, the commissioner, acknowledged in an e-mail that he was working to try and get the organization some work using my position at the levee board. Mr. Jones later asserted that he was blowing smoke and his statements were all false.
There is much criticism of Bush for not anticipating damage from a cat 4 or 5 storm. However, the Mayor and city /state officials knew that the approaching 5 storm could cause flooding of NOLA. Under that condition, the buses, without question, should have been deployed before the storm reach NOLA. Someone gambled to save the buses, and many people died unnecessarily.
Which begs the question. The hospitals had their generators on the second floor; not sure where the hotels had their generators, butif you live in a flood plain, why wouldn't you put that equipment on the upper levels instead of the basement to lower floors?
And I can NEVER stomach Chris Matthews, so Hardball is a definite no-no.
What's been driving me nuts is that I've had Fox on the whole time and STILL am hearing this nonsense that it's the President's fault.

I guess I'll just have to take your word for it. Lord knows there has been precious little infromation on these souls, but the underclass, they're center stage.
Bush is going to be making weekly trips down there for a while I think.
