Kathleen Blanco announced Saturday that she has hired James Lee Witt, former director of the Federal Emergency Management Agency, to be the liaison between her administration and FEMA, as the city of New Orleans and surrounding parishes wade and scrape their way out of the muck and debris.Also, President Bush, who toured the heavily damaged coastal area by air Friday, is expected to return to Louisiana Monday. Actor Sean Penn beat Bush to Baton Rouge, showing up at the state Office of Emergency Preparedness about 6 p.m. today before departing to see the damage in New Orleans for himself. He declined to be interviewed.

Officials from the city and members of the Legislative Black Caucus raised questions about rumors, the destination of people being sent to shelters, and outsiders' assumptions about city residents based on reports of looting and violence.New Orleans City Councilman Oliver Thomas expressed anger that evacuees from his city were given little or no information about their destinations. He also accused other cities of equating all New Orleans residents with the looters."The people of this state are afraid of them," he said of evacuees from the city.
"They say these black people are looters, they sell drugs, they're criminals. Those New Orleans people are bad. You don't want them in your city --- that's the message that's being carried around this state."
